Job Description: Planning & Zoning Administrator

Department: Planning & Zoning Reports to: Board of County Commissioners

FLSA Status: (Non-Exempt) Date Established: 08/16/2023 Paygrade: 11


The Gooding County Planning & Zoning Administrator performs a variety of functions related to the administration of planning and zoning codes and ordinances as developed for Gooding County and oversees building applications, permits, completion of inspection records and certificates of occupancy and zoning compliance. Specifically, the Planning & Zoning Administrator:

• Supervises, assigns work tasks, and conducts performance reviews for Building Inspector, CAFO Compliance Officer, and Permit Tech and Zoning Compliance Officer;

• Processes a variety of documentation associated with zoning violations, including, but not limited to, citizen complaints, citations, and other paperwork used in preparation of department reports;

• Adheres to deadlines imposed by Idaho Statutes and Gooding County Ordinances for the legal processing of land use applications;

• Performs site plan reviews to ensure proposed construction complies with zoning requirements and the Local Land Use Planning Act (Title 67, Chapter 65 of the Idaho Code);

• Schedules and conducts workshops, informational meetings, and public hearings in accordance with open meeting laws;

• Maintains a regular schedule of review for the comprehensive plan, ordinances, memoranda of understanding, and fee schedules and drafts recommendations for updates or revisions;

• Responds to citizen’s complaints and works with the public and interested persons on zoning requirements and regulations;

• Initiates investigations to determine compliance with the terms of the Gooding County Ordinances;

• Contacts property owners in violation of Gooding County Ordinances to pursue voluntary compliance;

• Acts in an advisory capacity to both the Planning & Zoning Commission and the Board of County Commissioners on comprehensive planning;

• Attends all Planning & Zoning Commission meetings;

• Attends Board of County Commissioner meetings to discuss violations and give regular updates on matters pertaining to permit issuance, compliance, and new construction;

• Works with the prosecutor in drafting written decisions of the Planning & Zoning Commission and aids in ordinance enforcement on matters not resolved within the department;

• Makes written recommendations to the Planning & Zoning Commission and the Board of County Commissioners on Compliance and Zoning matters;

• Facilitates contact with relevant agencies when necessary (including Idaho Department of Transportation, Idaho Division of Building Safety, Idaho State Fire Marshall, Idaho Department of Water Resources, Idaho State Department of Agriculture, Idaho Department of Environmental Quality, South Central Public Health District, Rural Fire Districts, Highway Districts, and others);

• Negotiates terms of agreements with other jurisdictions on matters pertaining to building department contracts;

• Initiates contact with cities regarding issues affecting the areas of city impact;

• Communicates with agricultural producers – dairy, beef, aquaculture, etc – on matters of animal unit, site footprint, and general permitting requirements for Confined Animal Feeding Operations,

• Determines property addresses in accordance with adopted addressing standards;

• Advises property owners on the requirements for construction within the areas designated as special flood hazard on Flood Insurance Rate Maps what, maintains records of elevation certificates, complies with auditing instructions from Idaho Department of Water Resources and FEMA;

• Oversees the Planning & Zoning Commission’s financial requirements each fiscal year, including submitting budgetary requests, tracking department spending, and authorizing payments to vendors; and

• Carries out other duties as assigned by the Board of County Commissioners.


• Valid Idaho Driver’s License

• High School diploma or equivalent

• Computer and programs knowledge


• Communicate effectively verbally and in writing

• Ability to work under stress and meet deadlines

• Maintain a good working relationship with co-workers and other departments

• Fast learner and be able to adapt to change

• Knowledge of land use, zoning, federal, state, and local laws

• Knowledge of principles and practices of land use planning


• Both indoor and outdoor working environments

• Work involving frequent climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, and lifting heavy objects

• Works days and evenings between 35-48 hours per week

Pay: $21.00 to $30.45 D.O.E
