1.1         Noxious Weed Control Superintendent


1.1.1      Responsibilities:  Oversees and performs a variety of duties related to the control and spread of noxious weeds in Gooding, Jerome, and Lincoln counties in accordance with Idaho Code.   In charge of organizing and implementing the policies and procedures approved by the Boards of Directors, for maintaining a high level of administrative support efficiency, and for carrying out the following tasks:  





  1. Develop and implement a user-friendly system of applicable administrative and consumer service policies and procedures that adequately meet the management and service needs of the agency.


  1. Establish and enforce hiring and disciplinary procedures.


  1. Develop and implement programs for staff training, quality assurance, evaluation, and supervision.


  1. Conduct regular staff meetings to review program principles.


  1. Keep adequate financial accounting records according to government accepted accounting principles.


  1. Develop and maintain procedures addressing safety measures in regards to current pesticide laws and application safety to protect consumers, and staff as mandated by state and federal rules.


  1. Maintain State Professional Applicators License by attending required meetings and training seminars.


  1. Maintain membership and involvement in Idaho Association of Weed Control Superintendents (IAWCS) and the Idaho Weed Control Association (IWCA).


  1. Ensure that agency personnel practice within the bounds set forth by the applicable state licensure boards.


  1. Ensure that services are provided in a respectful, courteous manner, are promoted and respected; and harassment in any form does not occur.  


  1. Ensure that staff record, on prescribed form, the services performed, and that the record will be immediately available to authorized individuals, and that the record is accurate.  (Application record)


  1. Conduct Noxious Weed Advisory Board Meetings to be held quarterly.


  1. Report quarterly updates on department proposals and accomplishments to the Noxious Weed Advisory Board.

  1. Oversee and supervise the duties and responsibilities of Weed Control Assistants.


  1. Attend and participate in public meetings and conferences relative to weed control.


  1. Collect data for mandatory annual State and County reports



Job Specific Duties


1.         Respond and investigate public and agency weed complaints.


2.         Monitor property within the Tri-County area (Gooding, Jerome and                                   Lincoln Counties) for the presence of noxious weeds.


            3.         Authorize and conduct enforced treatment on Private and State                                                   properties.


            4.         Issue quarantines according to Idaho Code.


            5.         Coordinate weed treatments with commercial applicators.


            6.         Order herbicides for departmental use.


            7.         Assist County departments with weed abatement activities and planning.


            8.         Conduct field demonstrations and test plots on herbicide technology and                                      application techniques.


            9.         Perform herbicidal, mechanical and biological weed control duties.


            10.        Keep abreast of new invading weeds


            11.        Document and map noxious weed infestations.


            12.        Research property ownership and contact landowners concerning weed                                       infestation.


            13.        Coordinate weed control efforts with various agencies including:                                                  Highway Districts, Canal Companies, Bureau of Land Management,                                            Idaho Fish and Game, State Department of Lands, cities and railroads.


            14.        Maintain communication with seed and feed store operators in the region                                     and the public concerning contaminated products.


            15.        Maintain equipment and herbicide inventory.


16.        Perform necessary office duties to include, filing, phone skills, official                                                                            

                          documentation and landowner notifications.

Public Service/Education


            1.         Implement educational programs with respect to noxious weed detection,                                    control, and eradication.


            2.         Provide information on weed control options and/or techniques.


            3.         Create and provide presentations relative to noxious weeds to interested                                     groups.


            4..        Provide weed identification to the public.


            5.         Advise as to the restoration/rehabilitation options in planting desirable                                          vegetation.




Minimum Qualifications


Educational background and/or supporting practical experience will be considered on a case by case basis.  This includes credits or degrees in production agriculture or related fields, such as weed science, natural resource management, botany, horticulture, range science and/or  experience in administration and/or weed control applications.


            1.         State of Idaho Professional Applicator License (Applicator Core                                                     Competency (CO), Ag herbicides minimum.)


            2.         General understanding of State and Federal laws pertaining to Noxious                                       Weed Control.


            3.         Knowledge of equipment utilized in weed control including:  pumps,                                             pressure gauges, and boom type spraying equipment.


            4.         Ability to lift 70 lbs at least waist high 10% of the time.


            5.         Ability to perform repetitive movement for extended periods of time.


            6.         Ability to operate and maintain mechanical equipment including ATV’s,                                        and sprayers.


            7.         Recognize and distinguish various vegetation.


            8.         Working knowledge of herbicides and weed control practices and                                                techniques.


            9.         Ability to read, write, and communicate clearly and concisely.

            10.        Valid Driver’s License


            11.        Extensive outdoor travel and work in adverse weather conditions                                                 required.


            12.        Public Relations skills necessary, with a proficiency in working with

                        a diverse public and possess the ability to resolve conflicts peacefully.


            13.        Working knowledge of Word and Windows software.


            14.        Ability to supervise and train personnel.



Acceptable Experience and Training 

High School Diploma & 3 years Herbicide Application Experience

College and Supervisory Experience a plus


Physical Demands and Work Environment 

Job requires many hours outdoors during the spring, summer and early fall months.

Winter months are spent doing reports and planning for the upcoming treatment season.

Climbing, balancing, stooping, kneeling, crouching, standing, reaching, sitting, pushing, pulling, walking, lifting (50 lbs.) talking and hearing.
